The Environmental Protection Agency established the Renovation, Repair, and Painting (RRP) Rule in 2010, requiring contractors who disturb lead-based paint in pre-1978 homes, child care facilities, and schools to be EPA-certified and follow specific work practices. According to the EPA, approximately 87 percent of homes built before 1940 contain some lead-based paint, and the percentage decreases progressively in structures built through 1978.
